Hey guys well see my hair is very thick and coarse and it's natural color is dark brown which i hate?

so what can i do to make the texture of my hair finer/thinner plus smooth usually my hair gets all poofy and i always hafta color my hair to light brown cuz i hate dark brown hair so ultimately i'd like my hair to be like hilary duff plz help
